Section 8.16.130   Responsibilities of owner or operator of business.
   Every owner or operator of a business involved in generating yard waste or the collection of refuse or yard waste shall be prima facie responsible for its employees' compliance with the provisions of this chapter and the rules and regulations adopted pursuant to this chapter, and every such owner shall be subject to any penalties imposed for any violation of this chapter, or any rules or regulations adopted pursuant to this chapter, by any of its employees.
