A. Every owner of premises in the Village shall be prima facie responsible, with respect to such premises, for compliance with the provisions of this chapter and the rules and regulations adopted pursuant to this chapter; such owner also shall be subject to any penalties imposed for violations of this chapter, rules or regulations with respect to such premises.
B. It shall be the duty of every occupant of any premises in the Village to place their refuse, recycling, and yard waste at the curb or the edge of the pavement of their property for collection no earlier than 7:00 p.m. the evening before the day of collection and no later than 7:00 a.m. on the day of collection. For backdoor collection service, all refuse receptacles must be accessible no later than 7:00 a.m. on the day of collection.
1. Occupants must remove their refuse, recycling, and yard waste receptacles from the curb or the edge of pavement of their property by 7:00 a.m. the morning following collection day, unless a missed collection has been reported. In the event of a missed collection, and provided that the occupant reported the missed collection, the occupant must remove their refuse, recycling, and yard waste receptacles from the curb or the edge of the pavement of their property within 24 hours of the collection of their refuse, recycling, and yard waste.
2. Occupants that do not comply with this section may be assessed a fee for the refuse collector to return to the premises to complete collection service, which fee shall be set in the Village's annual fee resolution setting for the rates and fees for Utility Services.
