All receptacles for garbage, ashes, household rubbish, yard waste, and recycling shall be stored behind the rear of the home, inside the garage, within an opaque wall or fence enclosure, or behind another means of screening so as not to be visible from a public or private sidewalk or street on non-collection days.
All receptacles for garbage, ashes, and household rubbish to be collected by the Department of Public Works shall be placed outdoors, outside of enclosures and structures, on collection day(s), in an acceptable place on the premises and at ground level. During the winter, all receptacles shall be accessible by a shoveled path when necessary.
