It shall be the duty of every occupant of any premises in the Village to cause all garbage, ashes and household rubbish to be deposited in appropriate receptacles pending collection and removal of the same from the premises; provided, however, that it shall not be unlawful for any occupant or owner of any premises in the Village to dispose of any refuse other than garbage, ashes or household rubbish which may be produced on such premises when the manner of such disposal is lawful and does not create a nuisance.
