Section 8.16.060   Receptacles for refuse.
   A.   Backdoor Refuse Collection. The occupant of any premises in the Village who subscribes to backdoor refuse collection service shall provide and maintain in clean and good order and repair receptacles adequate in size and number to store all garbage, ashes and household rubbish which accumulate between collections. Receptacles shall be cleaned, repaired, or replaced by the owner or occupant of the residential dwelling at their expense as directed by the Director of Public Works or its designee. Such receptacles shall be of the following material, construction, and capacity:
      1.   Any receptacle used for the storage of garbage or household rubbish shall be made of galvanized metal or heavy duty plastic, shall have a close-fitting cover and suitable handles for lifting, shall be watertight, shall have a capacity of not less than twenty (20) and not more than thirty-seven (37) gallons, and shall not weigh more than twenty (20) pounds when empty nor sixty (60) pounds when full.
      2.   Any receptacle used for the storage of ashes shall be made of galvanized metal, shall have suitable handles for lifting, shall have a capacity of not less than twenty (20) and not more than thirty-seven (37) gallons, and shall not weigh more than twenty (20) pounds when empty nor more than sixty (60) pounds when full.
      3.   No underground refuse receptacle shall be placed in use after April 1, 1981, and those in use on such date shall be phased out of use as warranted by their deteriorating condition. In any case, collection will not be made from underground receptacles when they are frozen, contain water or are otherwise inaccessible for collection.
   B.   Curbside Refuse Collection, The occupant of any premises in the Village who subscribes to curbside refuse collection service shall only use Village approved and issued receptacles for curbside refuse collection and keep such receptacles in a clean condition.
