Section 8.16.040   Private collectors and haulers.
   A.   No person shall collect, transport or dispose of system waste without a license issued pursuant to this chapter and Chapter 5.04 of this code. The annual fee for a scavenger's license shall be set from time to time by resolution of the Village Council. Any such license shall be limited to the collection or removal of refuse other than garbage, ashes and household rubbish, except as otherwise specifically provided in the license.
   B.   The Village Manager shall make or cause to be made an investigation into the character of each individual applicant or individual officer of an applicant for a scavenger's license, and no license shall be issued unless each such individual is determined to be of good moral character.
   C.   Any person holding a license to collect, transport or dispose of system waste shall comply with the following obligations as a condition of that license:
      1.   Comply with all the laws, ordinances, rules and regulations pertaining to the collection, transportation and disposal of system waste as may be enacted from time to time by any lawful authority, including the state, the Village and the agency;
      2.   Deliver all system waste to the transfer station designated by the agency and the Village;
      3.   Maintain all equipment used to collect, transport and dispose of system waste in good repair and working order and operate it efficiently and effectively. All vehicles used in the conduct of such business must be kept in a sanitary condition. The body of the vehicle must be watertight and must have a metal or canvas cover;
      4.   Collect as agent for and promptly pay to the Village all rates and charges imposed by the Village on persons using the municipal waste system;
      5.   Maintain accurate books and records and make them available to the Village on demand.
