A. Before the construction or major remodeling of a food service establishment or retail food store, and whenever an existing structure is converted to use as a food service establishment or retail food store, properly prepared plans and specifications for such construction, remodeling or conversion shall be submitted to the Village Sanitarian for review and approval. The plans and specifications shall be drawn to scale and indicate the proposed layout, arrangement, mechanical plans, construction materials of work areas, the type and model of proposed equipment and facilities. A sample menu and proof that steps are being taken to comply with sanitation requirements, such as enrollment in a State approved Food service Sanitation Certification Course, shall be submitted. Upon determining that they meet the requirements of this chapter, the Village Sanitarian shall approve the plans and specifications. No food service establishment or retail food store shall be constructed, remodeled, converted or expanded except in accordance with plans and specifications approved by the Village Sanitarian.
B. Whenever this Section requires plans and specifications, the Village Sanitarian shall inspect the food establishment prior to the start of operations to determine compliance with the approved plans and specifications and with the requirements of this chapter. The start of operations without approval from the Village Sanitarian is prohibited.
