A notice provided for in this chapter is properly served when it is delivered to the holder of the license to operate, or when it is delivered to the person in charge of the premises, or when it is sent by registered or certified mail, return receipt requested, to the last know address of the holder of such license to operate. In the case that the notice is delivered to the person in charge, and the person in charge is different than the holder of the license to operate, a written notification shall also be sent by registered or certified mail, return receipt requested, to the last know address of the holder of the license to operate. A copy of the notice shall be filed in the license records maintained in the Village Manager’ s office.
