A. Required. No person shall own, keep, maintain or harbor any dog over six months old within the Village without a license for such dog.
B. Application. Application for a dog license shall be made to the Village Manager upon such printed forms as he or she shall prescribe and shall state: (1) the name of the owner of the dog proposed to be licensed; (2) the residence of such owner; (3) the sex; (4) the breed; (5) the color; (6) the age of each dog proposed to be licensed; (7) the date of most recent rabies vaccination; and (8) the name and address of the veterinarian licensed by the state who performed the same.
C. Fees. Every person owning, keeping, maintaining or harboring any dog within the Village shall pay an annual license fee for each dog to be set from time to time by resolution of the Village Council. Such license shall continue for one year from and after January 1st of each year. No license shall be issued for a sum less than the annual license fee.
Whenever the ownership of a dog shall change, the new owner shall notify the Police Department and pay to the Village a sum to be set from time to time by resolution of the Village Council, whereupon the Police Department shall change the record of ownership of such dog.
D. Dog Tags. Each dog license shall be evidenced by a small metal tag, which shall be issued by the Village Manager to the owner of each dog licensed, upon the payment of the license fee and upon presentation of a certificate, signed by a veterinarian licensed by the state, certifying (1) that such dog has been vaccinated against rabies; and (2) the effective period of such vaccination, which period must include the calendar year for which such license is to be issued. Each of such metal license tags shall bear the words "Winnetka Dog License" stamped on such tag as well as the license number and the year issued. The shape of such tag shall be changed each year.
Every person owning, keeping, maintaining or harboring any dog within the Village shall keep such license tag securely attached to a collar placed and kept about the neck of such dog or attached to a harness placed and kept about the body of such dog at all times when off the premises of the licensed owner. It is unlawful for any person other than the owner, his or her agent or a member of the Police Department to remove a license tag from a dog.
E. Impounding Dogs Without Tags. Any dog for which the license fee for the current year has been paid which may, during such year be impounded or taken up for being at large without a collar or harness and license tag and for which satisfactory proof shall be given to an officer of the Police Department by affidavit of the owner or by other satisfactory proof that such dog was so licensed and that a collar was put around its neck and a license tag attached to such collar or a harness placed and kept about the body of such dog with a license tag attached to such harness, and that such collar or harness and tag has been lost or taken from such dog may be redeemed by the owner of such dog upon payment of the cost of keeping such dog while impounded.
Upon any such dog being so redeemed, the Village Manager shall deliver to the owner a new license tag upon payment by such owner of a sum for each tag to be set from time to time by resolution of the Council.
F. Lost Tags. Any owner of a licensed dog whose license tag has been lost may secure a replacement tag by payment of a fee to be set from time to time by resolution of the Council.
