Section 5.68.120   Posting of licensee and rate information; taximeters.
   A.   Posting of licensee information. Every person licensed to operate a taxicab business in the Village shall post a licensee identification card in the vehicle used as a taxicab. The licensee identification card shall be posted in a conspicuous place and in such a manner that it can be easily and conveniently seen by any passenger in the vehicle. The licensee identification card shall give the name of the driver, the taxicab operator's license number assigned by the Village and the date such license was issued. The licensee identification card shall also contain a photograph taken within the last two years. The form of the licensee identification card and the size of the photograph shall be prescribed by the Chief of Police.
   B.   Posting of Rates. Every person licensed to operate a taxicab business in the Village shall post a card listing all fares and rates charged by the licensee for taxicab services in the Village. Such card shall be posted in a conspicuous place and in such a manner that it can be easily and conveniently seen by any passenger in the vehicle. The information printed on the rate card shall also be posted on the window of the rear door of both sides of the taxicab so that it can be easily and conveniently read from the outside of the vehicle.

   C.   Taximeter. No person licensed to operate a taxicab business in the Village shall charge passengers based on the distance traveled and/or on the number of minutes of waiting or traveling time unless the licensee or applicant has met all of the following conditions:
      1.   the taxicab shall be equipped with a taximeter;
      2.   the use of the taximeter and the rates to be charged shall be disclosed in the license application;
      3.   the taximeter shall be placed so as to be readily visible to passengers;
      4.   the taximeter shall be lighted so the figures can be read at all times; and
      5.   the taximeter shall be maintained in good operating condition.
   The licensee shall provide adequate proof, as determined by the Chief of Police, that such taximeter has been tested and sealed by an authorized agency.
