Section 5.32.010   Junk dealers.
   A.   License. No person shall carry on the business of keeper of a junk shop or store or place for the purchase, storage or sale within the Village of junk, rags, paper, old metal or empty bottles, without a license for such business and payment of the fee required.
   B.   Bond. Any person desiring such license shall execute a bond conditioned on the due observance of all provisions of this code regulating such business.
   C.   Dealing With Minors. No retail merchant shall purchase any goods or articles, except empty bottles, old rags and wastepaper, from any minor without the written consent of the parent or guardian of such minor.
   D.   Stolen or Lost Goods. A keeper of a junk shop who shall receive or be in possession of any goods, articles or things of value which may have been lost or stolen, or alleged to have been lost or stolen, shall, upon demand to view or examine the same, produce such goods, articles or things to any member of the Police Department.
   E.   Register of Purchases. It shall be the duty of a keeper of a junk shop or store to keep a book in which shall be written at the time of the purchase of any property, an accurate description of the article or thing purchased, the price, the precise time of making such purchase and the name and residence of the person from whom such purchase was made. Such book shall at all reasonable times be open to any member of the Police Department.
   F.   Vehicles. An additional license fee shall be paid for any vehicle operated in connection with a junk store, or used for the business of a junk dealer. Such vehicle shall be suitably numbered, and license plates for such vehicle shall be issued by the Village Manager, which plates shall be displayed in a prominent place on such vehicle.
