Section 5.09.040   Commissioner's Powers.
   The Local Liquor Control Commissioner shall have the following powers, functions and duties:
   A.   To grant, suspend for not more than thirty (30) days, or revoke for cause in accordance with the provisions of Section 5.09.290 of this chapter, all local licenses issued to persons for premises within the Village;
   B.   To enter or to authorize any law enforcement officer to enter at any time upon any premises licensed under this chapter, to determine whether any of the provisions of this chapter or any rules or regulations adopted by him or her or by any other agency having the authority to do so, have been or are being violated, and at the time of such entry to examine such premises in connection with such violations;
   C.   To receive complaints from any citizen that any of the provisions of this chapter, or any rules or regulations adopted pursuant to this chapter, or any other applicable rules or regulations have been or are being violated and to act upon such complaints in the manner provided in this chapter;
   D.   To deny any application for the issuance or renewal of a license to an applicant he or she has determined to be ineligible for;
   E.   To promulgate rules and regulations, not inconsistent with the law, for the distribution and sale at retail of alcoholic liquor in the Village.

   F.   To conduct public hearings on license nonrenewal, suspension and revocation cases or to refer such cases to the Liquor Advisory Board, or to any other person the Local Liquor Control Commissioner may designate as provided by law, and to refer such matters to the Liquor Advisory Board for post-hearing proceedings as provided in this chapter; and
   G.   To perform such other duties and exercise such other powers as may be authorized or required by law.
