No person shall be paid from the treasury upon any warrant except from the money belonging to the particular funds, or budget item, upon which such warrant shall be drawn; nor shall money be transferred by the Treasurer from one fund to another after the money has been received by the Treasurer, nor appropriated to any other purpose than that for which it has been collected or paid, except as provided in Section 4.08.010(D) of this code.
