A. Meetings and Procedures. All meetings of the Board shall be held at the call of the Chairperson and at such other times as the Board may determine. All meetings of the Board shall be open to the public and shall be conducted in accordance with the Open Meetings Act and Chapter 3.02 of this code. The Board shall keep minutes of its proceedings and record the vote of each member upon every question, or, if absent or failing to vote, indicate such fact. The Board shall also keep records of its examinations and other official actions.
B. Quorum. A majority of the of the members of the Board shall constitute a quorum for the conduct of business.
C. Hearings. No hearing shall be conducted without a quorum of the Board being present. Any absent member who certifies that he or she has read the record of the proceedings before the Board may vote upon any question before the Board.
