During the first month of each municipal fiscal year, the members of the Board shall meet and shall elect from among their members a Chairperson, Vice-Chairperson, Secretary and Treasurer, who shall have the following duties:
1. The Chairperson shall preside over all meetings of the Board.
2. The Vice-Chairperson shall preside at any meetings from which the Chairperson is absent.
3. The Secretary shall have custody of all documents, records, books and papers belonging to the Board, except as provided by statute or ordinance. The Secretary shall keep an accurate record of all meetings of the Board and shall attest all official documents with his or her signature.
4. Pursuant to Division 10 of Article 11 of the Illinois Municipal Code, 65 ILCS 5/11-10-1 et seq., the Treasurer of the Board is charged with the receipt and disbursement of all moneys paid to the Village pursuant to Section 5.28.010 of this Code. The Treasurer of the Board shall receive and, with the assistance of the Village Treasurer and Finance Director, deposit into the fund all such money and pay out such money upon the order of the Board and in accordance with the Village's purchasing policies for the maintenance, use, and benefit of the Village Fire Department. The Treasurer shall maintain and keep a current record of all financial transactions affecting the fund. The Treasurer shall give a sufficient bond to the Village. The bond shall be approved by the Village President and shall be conditioned upon the Treasurer’s faithful performance of his or her duties under state statutes, Village ordinances and the rules and regulations adopted by the Board."
