Section 2.60.035   Administrative Ranks; Deputy Chief of Police; Police Commanders.
   A.   Creation; Appointment. There is created the positions of Deputy Chief of Police and Police Commander, which shall be administrative offices of the Village. The Chief of Police shall be authorized to appoint a Deputy Chief of Police and one or more Police Commanders, subject to the approval of the Village Manager. The office of Deputy Chief of Police and Police Commander shall be administrative ranks within the Police Department and shall not be subject to the Board of Fire and Police Commissioners created by this code. The Deputy Chief of Police and any Police Commanders shall be appointed from among all sworn full-time members of the department who meet applicable statutory eligibility requirements, regardless of the officer’ s rank. The Deputy Chief of Police and the Police Commanders need not be residents of the Village.
   B.   Compensation. The compensation of the Deputy Chief of Police and the Police Commanders shall be fixed by the Chief of Police, subject to the approval of the Village Manager.
   C.   Powers and Duties.
      1.   The Deputy Chief of Police shall be subject to the control and direction of the Chief of Police and shall assist the Chief of Police with the administration and operation of the Police Department. In the absence of the Chief of Police, the Deputy Chief of Police shall assume all the duties and responsibilities of the Chief of Police, subject to the direction, control and approval of the Village Manager.
      2.   The administrative rank of Police Commander shall be subordinate to the administrative rank of Deputy Chief of Police. The Police Commanders shall report to the Deputy Chief of Police and shall be subject to the control and direction of the Chief of Police and the Deputy Chief of Police. In the absence of the Chief of Police and the Deputy Chief of Police, the Chief of Police may authorize any Police Commanders to assume any or all of the duties and responsibilities of the Chief of Police, subject to the direction, control and approval of the Village Manager.
