Section 2.52.030 Fire Chief.
   A.   Creation; Appointment. There is created the office of Fire Chief, an administrative office of the Village. The Fire Chief shall be appointed by the Village Manager, and shall not be subject to the Board of Fire and Police Commissioners created by this code. The Fire Chief need not be a resident of the Village, but shall not live more than 10 miles from the Winnetka Fire Station. Any Fire Chief who is newly appointed after August 10, 2004, shall relocate as necessary to comply with this subsection within 12 months after being appointed.

   B.   Compensation. The compensation of the Fire Chief shall be fixed by the Village Manager with the approval of the Council.
   C.   Powers and Duties. The Fire Chief shall be subject to the control and direction of the Village Manager and shall be the head of the Fire Department. Subject to the approval of the Village Manager, the Fire Chief shall have control over all of the property, personnel and operations of the Fire Department and, to the extent and in the manner provided by law, shall have the power to appoint and remove civilian and sworn employees as required for the efficient operation of the Department. The powers and duties of the Fire Chief shall include, but not be limited to, the following:
      1.   To be a building officer of the Village, as defined in Chapter 15.04 of this code and to conduct inspections and otherwise aid the Director of Community Development in administering and enforcing the provisions of this code relating to fire prevention and public safety;
      2.   To keep records of the Department and make such reports as required either by law or by the Village Manager;
      3.   To assign the personnel of the Department and to fix their duties;
      4.   To issue orders and promulgate rules and regulations for the operation of the Fire Department; and
      5.   To provide for ongoing training and development of the knowledge, skills and efficiency of the members of the Department, and to assign members for such purposes, whether such training and development is conducted within the Village or at a location or facility outside of its corporate limits.
