A. Definitions. As used in this code, the following terms, phrases and words and their derivations shall have the meanings given in this section, unless the context or use clearly indicates another or different meaning is intended:
"Charter" or "Village Charter" means an act of the legislature of the State of Illinois entitled "Act to Incorporate the Village of Winnetka," approved March 10, 1869, the text of which is set out in full in the appendix to this code.
"Code" or "Village code" means the Winnetka Village Code, as amended from time to time.
"Council" or "Village Council" means the President and Trustees of the Village of Winnetka, collectively.
"County" means Cook County, Illinois.
"Illinois Compiled Statutes (ILCS)" means the Illinois Compiled Statutes, as amended from time to time.
"Illinois Municipal Code (IMC)" means Chapter 65 of the Illinois Compiled Statutes, as amended from time to time.
"Person" means any person, firm, corporation, association, partnership or any other form of association or organization. "Person" includes the singular and the plural.
"State" means the State of Illinois.
Titles of Officers. Where the title of any officer appears in this code it shall be interpreted as though the words "of the Village of Winnetka" were added to such name.
"Village" means the Village of Winnetka in CookCounty, State of Illinois.
"Village Hall" means the Winnetka Village Hall, located at 510 Green Bay Road, Winnetka, Illinois.
B. Rules of Construction.
1. Gender. Words in the masculine gender include the feminine, and words in the feminine gender include the masculine.
2. Number. Words importing the singular number may extend and be applied to several persons or things and words importing the plural number may include the singular.
3. Oath. The term "oath" includes an affirmation, and the words "swear" and "sworn" include the words "affirm" and "affirmed," respectively.
4. Shall. The words "shall" and "will" are mandatory and the word "may" is permissive.
5. Section and Paragraph Headings. Section and paragraph headings are descriptive and used merely for the purpose of organization. Where they are inconsistent with the text, such headings are to be disregarded.
6. Construction as a Whole. The provisions of this code are to be read and construed as a whole, so as to effectuate the purposes of the code.
