Upon the voluntary relinquishment of any vehicle pursuant to § 91.23, the title will be given by the vehicle owner to the salvage operator who removes the vehicle, and that title may be delivered to the Tripp County Treasurer for purposes of obtaining a junk vehicle title. The city will not receive any interest in the vehicle at any time, will not be responsible for the performance of any agreement made between the vehicle owner and the salvage operator, and will not pay or compensate the salvage operator in any way.
