(A) The police of the city are hereby empowered to issue both warning and violation ticket citations for any and all violations of the traffic ordinances of the city, which shall state the violation and cite said person to appear in the proper court at a time and place designated in said ticket.
(B) The said ticket shall contain the following form as a minimum: the violation complained of; a citation stating the time and place where the appearance shall be made; the name of the defendant, if known, and if not known; and the license plate of the car involved in said violation.
