§ 70.16 CATCHING ON TO OR TYING TO MOTOR VEHICLES.
   It shall be unlawful for any person to catch on to or hang on to, or attempt to propel or guide any bicycle, sled or other vehicle holding on to the motor vehicle while the same is moving on the streets of the city.
