(A)
No person shall operate any vehicle upon any street or alley in the city at a greater rate of speed than is reasonable and proper under all the circumstances, having due regard to the traffic, use and condition of the street or alley or at a reckless or dangerous rate of speed, or in a careless or negligent manner.
(B) No person shall operate any vehicle at a greater rates of speed than 15 miles per hour in a posted school zone whenever children are present.
(C) No person shall operate any vehicle at a greater rate of speed than 25 miles per hour in a business or residence district unless otherwise posted, and then not in excess of the posted speed limit, and where such street is designated as an arterial street or highway then at a rate of speed of not more than 30 miles per hour unless otherwise posted, and then not in excess of the posted speed limit.
