(A) There is established within the city a compulsory residential list which shall include every residential dwelling wherein there will normally accumulate waste, as defined in § 50.01, in the operation of a household.
(B) All persons whose names are included in the compulsory residential list shall be charged a monthly service fee as may be established from time to time by Council resolution, except for any residential unit where the head of the household is 65 years of age or reaches the age of 65 years of age, at which time the amount shall be as may be established from time to time by Council resolution for the collection, transportation and disposal of waste. Each household unit in a multiple residence shall be considered a separate residential unit for billing purposes. The unit service fee is based on a maximum collection of waste for not more than three 20-gallon or three 30-gallon water-tight standard garbage cans or containers.
(C) If payment of the monthly unit service fee for garbage removal is not made, the Council shall levy annually an assessment equal to the unpaid cost against any parcel of land served.
