For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
COMPULSORY DISPOSAL LIST. The list of persons within the city who, by the provisions of this subchapter, are required to pay a monthly unit service fee for the collection, transportation and disposal of waste.
CONTRACTOR. The city or any person, firm or corporation with whom the city shall contract for the collection, transportation and disposal of waste.
COUNTY BOARD. The Board of County Commissioners of Faribault County, Minnesota, or its duly appointed representative.
MULTIPLE RESIDENCE. Any single structure containing two or more household units.
MUNICIPAL WASTES. Liquid or semi-liquid residue from municipal sewage disposal facilities.
RESIDENTIAL UNIT. All houses, double bungalows, apartments and other living quarters.
SANITARY LAND FILL. A method of disposing of solid waste on land without creating nuisances or hazards to public health or safety by confining the solid waste to the smallest practical area to reduce it to the smallest practical volume and to cover it with a layer of earth at the conclusion of each day’s operation or at such more frequent intervals as may be required by the Minnesota Pollution Control Agency.
SITE. An approved sanitary land fill waste disposal site and system, according to standards established by the state, to which wastes shall be transported and disposed of.
UNIT SERVICE FEE. That monthly charge made to owners and occupants of residential property.
WASTE or WASTES. Refuse, garbage and rubbish of all kinds that accumulate in the ordinary operation of a household or commercial or industrial establishment, including but without limitation grass trimmings, ashes, tin cans and tree branches.
