For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ADMINISTRATIVE OFFENSE. A violation of a provision of the city ordinance(s) and is subject to the administrative penalties set forth in the schedule of offenses and penalties referred to in 96.09, titled “Offenses and Penalties,” hereafter.
INDEPENDENT COUNCIL. A City Council-appointed board, assigned the authority to serve as Hearing Officer regarding administrative offenses. The council shall consist of three members selected from surrounding communities who are not residents of the City of Winnebago. Board members shall serve for a term of one year and be paid a stipend of $35 per meeting.
