GENERAL PROVISIONS
§ 90.01  DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ANIMAL SHELTER.  Any premises, including, but not limited to, the County Animal Shelter, designated for the purpose of impounding and caring for any animal found running at large in violation of this subchapter.
   ANIMAL WARDEN.  The person employed by the town to enforce the provisions of this chapter.
   AT LARGE.  As applied to an animal, means off the property of its owner and not under the control of a competent person.
   OWNER.  Any person who owns, keeps or harbors an animal.
   UNDER RESTRAINT.
      (1)   Controlled by a leash;
      (2)   At “heel” beside a competent person and obedient to that person’s commands;
      (3)   On or within a vehicle being driven or parked on the street and unable to bite persons outside the vehicle; or
      (4)   Within the property limits of its owners.

§ 90.02  INTERFERENCE WITH THE ANIMAL WARDEN.
   No person shall interfere with, hinder or molest the animal warden or any of his or her agents in performing any of his or her duties, or seek to release any animal from custody, except as provided in this chapter.

§ 90.03  KEEPING OF CERTAIN ANIMALS WITHIN TOWN PROHIBITED.
   (A)   It shall be unlawful for any person, other than a person described in the second sentence of this section, to keep or maintain overnight any cow, cattle, sheep, hog or goat within the corporate limits of the town; and it shall be unlawful for any person to keep or maintain any live fowl for any period of time within the corporate limits of the town, except while transporting the same through the corporate limits of the town and the same are securely confined.
   (B)   The keeping or maintaining of any of the named animals by a public educational institution for educational purposes located within the corporate limits of the town is exempt from this section.

§ 90.04  ANIMALS ON SIDEWALKS.
   It shall be unlawful to ride or drive any horse, cow or other animal on any of the sidewalks, or to hitch any horse, cow or other animal in such a manner that it obstructs a sidewalk.

§ 90.05  DRIVING THROUGH STREETS.
   It shall be unlawful to drive any animal through the streets of the town, unless such animal is bridled or haltered.
