The driver of any vehicle shall not back that vehicle into an intersection or over a crosswalk, and shall not in any event or at any place back a vehicle against the current of traffic, except to back into a parallel parking space or to back out of a designated angle parking place. No vehicle shall be backed over a public sidewalk except where necessary; and where it is necessary the driver shall either sound his or her horn or halt before crossing the sidewalk.
