Whenever any motor vehicle without a driver is found parked or stopped in violation of any of the restrictions imposed by this title and other ordinances relating to traffic, then the officer finding the vehicle shall take its registration number and may take any other information displayed on the vehicle which may identify its owner or user, and shall conspicuously affix to the vehicle a notice in writing on a quadruplicate form provided by the Town Council for the driver to answer to the charge against him or her during the hours and at the place specified in the notice.
