No person shall inhale natural, artificial or pharmaceutical substance including model glue, gasoline or paint whether gaseous, liquid, or solid, the fumes of which when inhaled by a human being, cause a condition of or induce or produce symptoms of intoxication or other irrational behavior or distort or disturb the audio, visual or mental process.
