311.05 OBSTRUCTING STREETS.
   No person shall throw, place or store any type material in the streets or alleys of the Town which would impede the free travel of other citizens. If any such material or items found in the right of way of said streets or alleys should be objected to by another citizen of the Town, the Mayor or his representative shall investigate, and if found objectionable shall notify those responsible and advise them to clear the material from said right of way. If not cleared within five days the offenders shall stand accountable, and if convicted shall be fined not less than five dollars ($5.00) nor more than twenty-five dollars ($25.00) for each offense.
