(a) “Vehicle” means every device in, upon or by which any person or property is or may be transported or drawn upon a street or highway, except devices moved by human power, used exclusively upon stationary rails or tracks or riding lawnmowers so long as said mowers are being used and/or ridden in furtherance of cutting grass or property maintenance and not merely for transportation purposes.
(b) Pedestrian has right of way at all times.
