When the defendant in any case is to be tried under the provisions of these Codified Ordinances the right to a continuance shall lie within the discretion of Municipal Court; however, the defendant shall as a matter of right be entitled to one continuance of the cause for seven (7) days. Every continuance on the application of a party shall be at his cost, except where the continuance is a matter of right as set forth herein.
