The Municipal Court of the Town of Winfield shall have criminal jurisdiction over violations of all Town ordinances, and these Codified Ordinances. A person convicted in the Municipal Court shall have the right of an appeal de novo to the Court having jurisdiction of all violations of these Codified Ordinances and future ordinances, orders and resolutions committed within the Town or on or in any river or creek adjacent thereto in all criminal cases.
