It shall be the duty of the Recorder to keep the journal of the proceedings of the Council, and have charge of and preserve the records of the Town. In the absence from the Town, or sickness of the Mayor, or during any vacancy in the office of Mayor, he shall perform the duties of the Mayor and be invested with all his powers.
It shall be the duty of the Assessor to make an assessment of the property within the Town subject to taxation, substantially in the manner and form in which assessments are made by the Assessor of the County, and return the same to the Council on or before the first day of May in each year, and for this purpose he shall have all the powers conferred by law on County Assessors. He shall list the number of dogs in the Town, and the names of the persons owning the same, which list shall be returned to the Council.
The Mayor, Recorder, Assessor, and Superintendent of Roads, Streets, and Alleys of said corporation, shall each receive a compensation for his services to be fixed by the Council, which shall not be increased or diminished during the term for which he shall have been elected.
