It is illegal to operate a business in the City limits that serves alcohol by open container and/or by the drink except according to the following circumstances:
(a) A business that generates 60% of its gross profit by the sale of good is exempted from the above-mentioned provision so long as it complies with all other federal, state and local ordinances and requirements.
(b) This provision supersedes any contradicting provision in Article 521 of the Municipal Ordinances of Winfield.
