105.05 ELIGIBILITY; CERTIFICATE OF CANDIDACY; FILING FEE.
   (a)   In order to hold an elected office in the City, a person must be:
      (1)   At least eighteen years of age,
      (2)   A registered voter in the State of West Virginia, and
      (3)   A bona fide resident living within the City, and the Putnam County election precinct for the City, for at least one year immediately preceding registration as a candidate for election for an office within the City.
   (b)   A prospective candidate must file with the Clerk of Putnam County a certificate of candidacy, as well as any and all other documentation required by the Clerk of Putnam County and/or the State of West Virginia in order to officially register a candidate.
   (c)   The filing required of a prospective candidate in accordance with subparagraph (b) above, must be filed during the month of June following the primary election beginning in 2016 and every two years thereafter. Filings for all officers must be received by the correct filing office or postmarked by the U.S. Postal Service no later than June 30.
   (d)   In conjunction with the filing of the documentation required in subparagraph (b) above, the prospective candidate must also pay to the Clerk of Putnam County a filing fee of twenty-five dollars ($25.00) in addition to any other fees which may be required by the Clerk of Putnam County and/or the State of West Virginia.
