A special permit may be issued under this article so as to provide adequate temporary building for the following reasons only:
(a) Night watchman on State or County property located within the Town of Winfield.
(b) Temporary site offices for owners of businesses whose offices have been destroyed by fire, flood, wind or other act of God. The applicants for such a special use permit shall make written application to the Town of Winfield. These temporary offices must be accessible to the general public for use during construction or remodeling.
(c) Temporary building space for education, nonprofit organizations, and government agencies.
(d) Temporary site offices for construction companies on construction sites.
