Whenever the Building Inspector finds that an emergency exists which requires immediate action to protect the public health, the Mayor and Town Council upon receiving these findings, may, without notice or hearing, issue any order reciting the existence of such an emergency and requiring that such action be taken as they may deem necessary to meet the emergency including the suspension of the permit. Notwithstanding any other provision of this article, such order shall be effective immediately. Any person to whom such an order is directed shall comply therewith immediately, but upon written petition to the Town Council shall be afforded a hearing as soon as possible. The provisions of Sections 1709.17 through 1709.19 shall be applicable to such hearing and the order issued thereafter.
