The Building Inspector shall have the power to enter at reasonable times upon any private or public property used as a manufactured or factory built home park for the purpose of inspecting and investigating conditions relating to the enforcement of this article or of regulations promulgated hereunder. It shall be the duty of the owners or occupants of manufactured or factory built home parks and manufactured or factory built homes contained therein, or for the person in charge thereof to give the Building Inspector free access to such premises at reasonable times for the purpose of inspection.
