1709.05 STANDARD REQUIREMENTS.
   (a)   The space between the floor of a manufactured or factory built home set on piers and the ground below shall be enclosed by a continuous metal, masonry, or fiberglass skirting (underpinning), or other fireproof material. Such space shall be ventilated. All skirting or underpinning shall be accomplished within sixty days from the passage of this article.
   (b)   All manufactured and factory built homes in the Town of Winfield shall comply with all applicable State and Town statutes and ordinances and be subject to inspection by the Town of Winfield Building Inspector to evaluate safety standards.
   (c)   In addition, any and all manufactured or factory homes placed in the Town of Winfield within 1 year of a vacancy (thus maintaining the lot's grandfather status or manufactured park status) shall fulfill the following requirements:
      (1)   Home shall be installed by a licensed mobile home company or entity.
      (2)   The home shall not be older than 10 years at the time of installation (calculated from manufacture date).
      (3)    Plumbing and electrical work shall be performed by a licensed electrician and plumber.
      (4)    No home shall be installed without first obtaining a building permit.
      (5)    The building inspector shall insure that all homes installed are in compliance with all applicable requirements of the federal, state and city laws and ordinances including B.O.C.A. and HUD.
      (6)    The installer must have obtained all appropriate licenses and permits required by the Town of Winfield.
