It shall be unlawful to display, or allow to be displayed, or allowed to remain on display, any sign, as defined in the regulations of the Louisville and Jefferson County Planning Commission, on a public right-of-way at any location within the city except those signs specifically exempted under those regulations (such as governmental signs).
