(a) No permanent sign or billboard shall be erected without first making application to the Zoning Inspector, securing a zoning certificate and paying the established fee for such certificate.
(b) Temporary signs, special event signs and political signs may be erected without a zoning certificate upon posting of the proper bond with the Village Zoning Inspector.
