(a) The following schedule of fees for zoning certificates is hereby established, subject to change by ordinance of Council, as it may from time to time deem necessary, without public hearing.

(b) The fee for a conditional zoning certificate shall be twenty-five dollars ($25.00)
except as provided below:
(1) In the event the conditional permit is an oil and gas well, an additional fee of two hundred dollars ($200.00) shall be charged making the total fee two hundred twenty-five dollars ($225.00).
(c) The fee for all signs and billboards required to secure a zoning certificate shall be ten dollars ($10.00). See Chapter 1191 for further fees and sign regulations.
(d) When the Planning Commission or Board of Zoning Appeals finds it necessary to maintain a strict record of public hearing procedures, or when the Planning Commission and/or Board of Zoning Appeals has deemed it necessary to require special studies to be made, the applicant shall bear all direct and related costs.
