(a) Rate charges for sewer usage are established as follows:
(1) A. Commencing on October 1, 2016, each consumer unit inside the Village shall be billed monthly and shall be subject to a minimum charge of $1.00 corresponding to a wastewater volume of one hundred gallons, and an addition $1.00 for each fraction of one hundred gallons up to the discharge of 8,000 gallons. The volume of wastewater volume shall be established by the volume of water purchased from the Village for the location identified by the wastewater account during the same time period.
B. The charge each month to each consumer unit inside the Village for discharge of wastewater over 8,000 gallons shall be $1.20 for each fraction of one hundred gallons. (Ord. 2016-14. Passed 8- 23-16.)
(2) In the event of a water meter serving more than one consumer, each consumer unit shall be subject to the minimum charge and be allowed a discharge of 1,600 gallons per consumer unit before additional volume charges shall apply.

(3) A flat rate of $59.08 shall be billed on each unmetered consumer unit.

(4) Commencing on May 1, 2017, the rates set forth in this Section 921.01(a), subsections (1), (2) and (3) above shall be increased by five percent (5%) annually. After the increase of May 1, 2017, the annual increase shall be imposed as of January 1 of each succeeding year.

(b) Users residing outside of the Village corporation limits shall be assessed an additional twenty percent (20%) surcharge of the current rate for usage.

(c) Notwithstanding any other provision of this Chapter 921 of the Village of Windham Codified Ordinances, a requirement is hereby established for the real estate from which waste water originates or which is to be treated at the Village of Windham wastewater treatment plant to be located within the Village of Windham corporate limits. No exception to this requirement can be made except upon passage of a resolution waiving this requirements by the Council.

(d) In addition to all other charges incurred for discharge of sanitary sewer to the Village, a delivery fee of $10.00 for each wastewater account is to be paid each month. The $10.00 fee is fixed per account regardless of the volume of discharge of sanitary sewer to the Village.
