The city shall self-insure, with respect to each eligible and covered full-time city employee and such employee's dependents, the first $10,000 of medical claims with respect to each such employee and such employee's dependents; subject, however, to applicable deductibles and maximum benefits described in § 35.19(B) of this chapter.
