§ 95.04 SPECIAL NON-REVERTING OPERATING FUND FOR PARK PURPOSES.
   (A)   There is created a special non-reverting operating fund for park purposes from which expenditures for maintenance, clean up, repairs and such other items, as may be determined by the Board of Parks and Recreation and the Common Council, may include from year to year the annual budget of the Department of Parks and Recreations, an item and appropriation for these specific purposes. Monies placed in the non-reverting fund shall not be withdrawn except for the purpose for which the fund was created, unless the Common Council shall repeal this provision and abolish the fund.
   (B)   The Board of Parks and Recreation may accept gifts, donations and subsidies for park and recreational purposes. Any such gift or grant of money shall be deposited in a special non-reverting fund to be available for the expenditure by the Board for the purpose best defined by the grantors. The Clerk-Treasurer shall draw warrants against such special non-reverting funds only upon vouchers signed by the President and Secretary of the Park Board.
   (C)   The Clerk-Treasurer shall deposit in the non-reverting fund all revenues received from concessions located in the public parks, including but not limited to the public pool, in the city.
