SCHEDULE I. ONE-WAY STREETS AND ALLEYS.
   (A)   It shall be unlawful and a violation of this traffic schedule for any person to cause any vehicle to travel in the directions indicated upon the following streets or alleys, or portions thereof.

   (B)   Temporary emergency one-way or two-way streets.
      (1)   An emergency, which requires the initiation of an emergency one-way or two-way street, shall commence by executive order and determination and proclamation by the Mayor, when in his or her sound discretion, the circumstances warrant the determination of such an emergency for the public safety of the city. Any executive order declaring an area to be an emergency one-way or two-way street shall be effective for a period of time not to exceed 180 days.
      (2)   The Mayor shall cause each executive order made by him or her pursuant to this section to be publicly announced by means of broadcasts on local radio stations and he or she may cause the executive order to be further announced in a newspaper of general circulation when feasible. Each announcement shall describe the action taken by the Mayor, including the time it became or will become effective and shall specify the streets or areas affected. A one-way or two-way street declared by the Mayor under this section shall go into effect when designated. The Mayor shall make, or cause to be made, a record of each time and date when any declaration is announced to the public in accordance with this schedule.
      (3)   An emergency one-way or two-way street shall be clearly posted by means of a conspicuous sign located at a location on any side of any city block which is declared to be an emergency one-way or two-way street. Such signs shall be distinctive and uniform in appearance and shall be plainly readable to persons traveling on the street or highway.
