(A) The operator of any snowmobile driven upon any public property in the city shall yield the right-of-way to all other traffic, shall stop at all posted intersections, and shall obey all traffic regulations.
(B) No person operating a snowmobile during the hours of 12:00 a.m. to 6:00 a.m. shall operate the snowmobile in excess of the minimum speed necessary to maintain forward motion of the snowmobile.
