(A) Each such owner or operator may within 48 hours of the time when such notice was attached to such vehicle pay to the Clerk-Treasurer, as penalty for and in full satisfaction of such violation, a sum of $3.
(B) Should any owner or operator fail to pay said sum within 48 hours, then such owner or operator shall be subject to the penalties provided in this chapter.
