(A) No vehicle shall stop with the left side to the curb.
(B) No vehicle, unless in an emergency or upon order of the Marshal or policeman or to allow another vehicle or pedestrian to cross the path, shall stop in any public street or highway, except near the right hand curb thereof, and so as not to obstruct the crossing.
